A Complaint dated 29.03.2023 of Sh.Ravinder Kumar @ Tittu S/o Sh. Het Ram, Rio 107, 2nd Floor, Main Road, Rani Garden, Shastri Nagar, East Delhi, Gandhi Nagar, Delhi addressed to the Superintendent of Police, CBI, ACB, New Delhi Is received. The copy of complaint is enclosed.
It has been alleged in the complaint that Sh.Shiv Charan Meena,,Inspector PS GTB Enclave, Shahdara, Delhi has been de~ing a bribe of Rs.2.5 Lacs from the complainant by threatening him that if he does not pay the bribe he would get his bail cancelled in the FIR No.275/22 registered against him at PS GTB Enclave, Delhi.
Based on the complaint, allegations were verified on 29.03.2023 and it is revealed from verification that Sh.Shiv Charan Meena,,lnspector PS GTB Enclave, Shahdara, Delhi has demanded and agreed to accept illegal gratification of Rs. 1 Lac to be paid on 30.03.2023 and remaining amount later on. The Complaint and subsequent verification prima facie discloses commission of offence punishable u/s Sec.7 of PC Act, 1988 (as amended in 2018) on the part of Sh.Shiv Charan Meena,,lnspector PS GTB Enclave, Shahdara, Delhi. Hence, a Regular Case is registered and entrusted to Sh. Sunil Kumar
Pandey, Inspector, CBI, ACB, New Delhi for investigation.

Verification proceedings started at 1500 hrs.
Allegation – The complainant in his complaint at4d 29.03.2023, which is submitted to the SP, CBI, ACB, Delhi on 29.03.2023, has alleged that an FIR bearing no. 275/22 was registered at PS GT B Enclave u/s 302/ 120B/34 IPC r/w 25/27/54/59 Arms Act, 10 of which is Sh. Shiv Charan Meena, Inspector (hereinafter referred as SO). The complainant further informed he was arrested in July, 2022 in the aforementioned FIR and was granted bail from Karkardoma Court.
The complainant further alleged that the SO has been demanding a bribe of INR 2.5 Lakhs from him and has been threatening him that if the complainant did not pay the bribe of INR 2.5 Lakhs, the SO would get his bail cancelled. Since, the complainant did not want to pay the bribe amount of INR 2.5 Lakhs, he made the instant complaint and sought legal action against the SO. The complaint was marked to Dharam Bir, Inspector, CBI, ACB, Delhi for verification.
Verification: –
In order to verify-the complaint, VO, Dharara Bir, Inspector, CBI, ACB, Delhi, complainant and above said independent witness are gathered in office of CBI, ACB, Delhi and the complaint is· shown to the independent witness. The purpose of the assembly was also to all concerned. The new packed micro SD card was taken out from its sealed packing and was inserted in the DVR. The recording path of the DVR was set to micro SD card in presence of witness. The blankness of DVR and micro SD card was ensured in the presence of witness. Thereafter, the introductory voice of the independent witness was recorded in the memory card through DVR.At this moment, the complainant informed that the SO usually makes random video calls to check his whereabouts, thus, it was decided to leave CBI office. The verification team left the CBI office for PS: G T B Enclave at about 1600 hrs in the vehicle i.e Greta Car, of the complainant. While enroute to PS: G T B Enclave, it was decided to make a WhatsApp call to the SO to find out his whereabouts and seek time to meet. Accordingly, at about 1610 Hrs, the complainant made a WhatsApp call from his WhatsAnp number 9871480464 to the WhatsApp no 9582974879 of the SO, however, the call did not go through. At about 1625 Hrs, the complainant received a call on his WhatsApp number 9871480464 from WhatsApp no 9582974879 of the SO. In this call, the SO asked about the position of the complainant on which the complainant informed
that he was coming to meet the SO. Thereafter, at about 1635 hrs, a call was again made by the complainant from his WhatsApp number 9871480464 to the WhatsApp no 9582974879 of the SO wherein he sought a formal notice from the SO regarding seeking his presence before him. The SO told the complainant that he would send him a WhatsApp message. All the above mentioned calls were recorded in memory card through DVR by keeping the mobile phone of the complainant in loud speaker mode. Thereafter, Sh. Vikrant Tomer, Inspector, CBI, ACB, Delhi joined the verification team near Jangpura area. The verification team reached in the vicinity ofS: G T B Enclave at about 1730 hrs. The vehicle was parked at a safe distance from the PS and the complainant and the witness were suitably briefed. The witness was briefed and directed to remain as close as possible to the complainant and try to overhear the conversation that might take place between the SO and the complainant. Having briefed the complainant and the witness, the DVR in recording mode and at hold position was kept in left side pant pocket of the complainant. Inspector Dharam Bir and Inspector Vikrant Tomer de-boarded the vehicle. The complainant and the witness left for PS: G T B Enclave in the vehicle. After about 40 minutes, the complainant and the witness returned to the initial spot and Dharam Bir and Inspector Vikrant Tomer boarded the vehicle. The DVR was taken back from the complainant and switched off. Then the verification team left for CBI office.
Enroute, the complainant was directed to narrate the sequence of events, on which he stated that he along with the witness parked his car outside the PS: G T B Enclave and went to the room of the SO on first floor of PS. The SO was found in his room and after a few minutes he sent the witness outside. Thereafter, the complainant requested the SO that his bail should not get cancelled as he had small children and sought a notice from the SO. However, the SO told him that a lot of time has passed. On this the complainant replied that he would give “Ek peti tomorrow and rest would also be cleared later on. However, the SO asked the complainant to bring it today itself. Thereafter, the complainant again requested the SO that his bail should not get cancelled and he would deliver one lakh tomorrow by 12:00.
The complainant further stated that the witness and he came back to his car, however, soon he received a WhatsApp call from the SO wherein the SO asked the complainant to bring the person who was accompanying him to the SO. On this the complainant got alteiled and sensed a suspicion from the SO. Thus, the complainant decided to leave the ID card of the witness and the DVR in his car. He along with the witness went back the SO. The SO was suspicious of the witness and asked for his identity. The complainant introduced the witness as his neighbor and told the SO that the ID of the witness was left in his office. To further assure the SO, the complainant also assured him that he would send the ID of the witness once he reached home. However, the SO was still suspicious and checked his wallet for any ID. The SO further told the complainant that it was a routine practice of Anti-corruption people to send such people. The SO further directed the complainant to send the ID of the witness positively.
The witness was asked to narrate his version of the developments and he corroborated the version of the complainant. The recorded conversation in the DVR. was also heard in the presence of the complainant and witness, which further corroborated the facts disclosed by the complainant and witness.
After reaching the office, the Memory Card was taken out from the DVR and an investigation copy of the Memory Card was prepared with the help of Write Blocker in official computer. The same investigation copy of recorded conversation was again heard in the presence of all concerns. The Memory Card having verification in respect of the SO Sh. Shiv Charan Meena, Inspector was then kept in its original packing, then the original packing was signed by Inspector Dharam Bir, the witness and the complainant and marked as “Q-1 in CO- 09/23”.
Then the original packing was kept in an envelope and sealed with CBI Seal in the presence of the witness. The envelope was signed by Inspector.

The specimen seal impressions in ink as well as in lakh have been taken on some plain white papers. The seal was given to the independent witness with direction to produce as and when required. The verification memo was prepared in CBI office. The proceedings of this memo concluded at 2115 hrs on 29.03.2023. The contents of the verification memo have been explained to the complainant and witness in vernacular. This memo is being signed by the verification team including the witness and the complainant in token of its correctness.
The verification revealed a demand of INR 1 Lakh on part of SO Sh. Shiv Charan Meena, Inspector, PS: G T B Enclave. Further, the verification revealed that the bribe amount of INR 1 Lakh is to be delivered to the SO on 30.03.2023 at about 1100-1200 hrs.
