The gist of the Complaint: Translated from Marathi to English on best effort basis.

The Complainant, aged 33, resides at the above-mentioned address, joined the Mumbai Police department in 2009, and is presently serving in the Anti-terrorist squad at Samata Nagar Police Station since 2021.     

The Complainant appeared at the police station for day duty on 10/01/2023. At about 17.45 hours while Police sub-inspector Mr. Tanpure, Hawaldar 00257/Bandre, Sepoy 111187/Supekar and he were patrolling in Police Station Precinct near BMC ground, in front of Bhumi Valley Building, Thakur Village, Kandivali – East, Mumbai, they saw a person was sitting down with a cigarette in his mouth, smoking some kind of drug with his cigarette.

Post that, Police Sub-Inspector Tanpure asked Hawaldar 00257/Bandre to go and get two panch (Witness) and gave such information to day shift Police Inspector Mr. Padwal. After that, Hawaldar 00257/Bandre came with two PANCH in a short time. Police Sub-Inspector Tanpure introduced both the PANCH to our police team and explained the purpose of calling them to the said place, the PANCH agreed to appear as witnesses.

After keeping watch on him for some time, Police Sub-Inspector Tanpure ordered to take him into custody. Thereafter, the Complainant and Anti-Terrorist squad officers detained him. There they found a cigarette-sized hash filled with half-burned stubs. After that, Sub-Inspector of Police Mr. Tanpure identified/introduced himself, the witnesses and the police team to the accused and asked him to permit them to search him, but he refused.

Then, the Police Sub-Inspector Mr.Tanpure asked the accused about what he was doing at that place, and he said that he was consuming charas, a narcotic substance, by stuffing it into a cigarette butt. Then he was asked his name and address, and he gave his name as Dev Ashish Bhat, age 21 years, and address as above.

When the accused was examined, his eyes appeared swollen and red due to drug consumption and his mouth smelled foul. Immediately, the accused was searched before the Pancha (Witness), and a half-burnt cigarette-sized piece of hashish in his hand was seized and the same was extinguished and destroyed on the spot.

Then the accused was medically examined at Dr. Babasaheb Ambedkar, Kandivali West, Mumbai Hospital, the medical officer has given a written report confirming that the accused had consumed Charas, a narcotic drug.

 Police Registered the case and took up the investigation and the case is being investigated by the Police officer namely Mr. Amol Tanpure.

The Complainant’s statement was recorded in Marathi and it was explained to him and he confirmed the veracity of the same.
